    Senior enlisted advisor to the Chairman of the Joint Chiefs of Staff

    The senior enlisted advisor to the chairman of the Joint Chiefs of Staff (SEAC) is the most senior non-commissioned officer (NCO) position overall in the United States Armed Forces. The SEAC is appointed by the chairman of the Joint Chiefs of Staff to serve as a spokesperson to address the issues of enlisted personnel to the highest positions in the Department of Defense. As such, the SEAC is the primary enlisted advisor to the chairman, and serves at the pleasure of the secretary of defense. The SEAC's exact duties vary, depending on the chairman, though the SEAC generally devotes much of their time traveling throughout the Department of Defense, to observe training and communicating to service members and their families. The SEAC's normal term of assignment runs concurrently with the chairman, but an incumbent may be reappointed to serve longer. The first member to hold this post was William Gainey (appointed on 1 October ). The current SEAC is Troy E. Black, USMC who assumed the duties on 3 November

    History

    Service senior enlisted advisors

    Although Army and Marine headquarters from battalions and regiments, up to divisions, to corps, army headquarters and higher, have traditionally each had a sergeant major; and Navy and Coast Guard vessels have traditionally each had a command master chief or chief of the boat; the services' national headquarters generally had no counterpart position. The Marine Corps was the exception, having a Sergeant Major from until , and a sergeant major of the Marine Corps from 23 May onwards, as the senior enlisted advisor to the commandant of the Marine Corps.

    The other services followed during the Vietnam War, creating the counterpart positions of sergeant major of the Army in , master chief petty officer of the Navy and chief master sergeant of the Air Force

    Job Description:

    • 1) Advises commander on such matters as troop welfare, health, and morale: Assists commander on official visits and at military ceremonies.

    • 2) Assists in inspection of facilities and personnel to determine if established standards are met.

    • 3) Counsels enlisted personnel concerning attitude, personal problems, and similar matters, and to elicit their cooperation and self improvement.

    • 4) Reviews activities of subordinate noncommissioned officers, and initiates appropriate corrective action for discrepancies noted.

    • 5) May assists commander in reception of visitors.

    • 6) May supervise clerical or administrative personnel.

    Senior Enlisted Advisor

    The Senior Enlisted Advisor maintains and promotes the effectiveness and efficiency of the chain of command. He or she assists the JAG in all matters pertaining to welfare, health, job satisfaction, morale, utilization, and training of enlisted personnel to promote traditional standards of good order and discipline. The Senior Enlisted Advisor helps JAG establish a positive command climate and advises JAG on the formulation and implementation of changes in policy pertaining to enlisted personnel. He or She attends meetings as directed by the JAG to keep apprised of current issues and provide a representative enlisted input. The Senior Enlisted Advisor participates in ceremonies honoring all service members throughout the JAG Corps and Legalman communities. When appropriate, the Senior Enlisted Advisor represents JAG, or accompanies them, to official functions, inspections, and conferences. He or she participates in receptions and hosting of official visitors as well as represents the JAG at community and civic functions.

    United States Armed Forces position

    A senior enlisted advisor (SEA) in the United States Armed Forces is the most senior enlisted service member in a unit, and acts as an advisor to the commanding officer. Formally, E-9 billets for the senior enlisted advisor are established at service unit (e.g., battalion, wing, or higher), command, major command, force, or fleet levels to the SEAs/CSELs of DoD Agencies and the Senior Enlisted Advisor to the Chairman of the Joint Chiefs of Staff. SEAs are also known as command senior enlisted leaders (CSEL). Always a non-commissioned officer, the SEA is the main link between the commanding officer and the enlisted service members under his or her charge.
